Delaware County Council Chairperson Jessica Piper was the guest speaker at the weekly meeting of the Exchange Club of Muncie on Aug. 24th. Councilwoman Piper explained the function of the Council and discussed the ongoing budgeting process. Her talk was highly informative and was appreciated by the members.
