John M. Craddock, Director Emeritus, Bureau of Water Quality was the guest speaker at the Sept. 28th meeting of the Exchange Club of Muncie. Mr. Craddock spoke about the development of the Bureau of Water Quality and its goal of improving the White River. This method  of community-based cooperation to improve the water quality of the White River has been cited as a model for other national and international organizations.
